Bill 43 · For town, village and RM offices

Council records online. Just email them in.

Saskatchewan now asks every municipality to post its minutes, financial statements and bylaws online. Forward them to your own address; we read, sort and post them on your community’s page, and remind you when something’s missing.

Keep your existing website. Link to your Prairie Town records page from it, or paste in one line we give you and your records show right on your own site, searchable. Email us approved documents; we sort them for you to check and publish.

Free for your office: official notices to residents, by email and on their phones, and more. What signing in turns on

Minutes and statements must be online in

307 days by September 1, 2027

How it works

  1. Email them inTo your own address, like govan.records@prairie.town. PDFs, Word files, or phone photos of the bylaw binder. As many as you like.
  2. We sort themEach one read for you: minutes, bylaw or statements; its date and number. A PDF of ten bylaws becomes ten, filed by number.
  3. You approveWe email back what we found, with signatures taken off so nobody can copy them; one tap puts it up. Anything with someone’s personal details waits for you.
  4. We remind youAfter each meeting, when last year’s statements are due, and when the minutes mention a bylaw we haven’t had.

Free for every office

Your community’s page is free, for residents and for your office. Signing in turns these on: there’s no password, just a link we email to the address the province’s municipal directory lists for your office. Until an office signs in, its page has no notices.

  • Official notices. Water, roads, meetings: pinned to your page, emailed to subscribers, and sent to residents’ phones as notifications.
  • Your subscribers. See how many residents get your notices, and download the list.
  • Verify residents, so the locals posting events and buy-and-sell on your page are real.
  • Your office’s details: hours, contacts and council, kept the way you want them.
  • Garbage and recycling days. Set them once; residents get a reminder the night before.
  • Council meetings and town events on the community calendar.
  • Staff accounts. Add staff, who sign in with their own email.

What residents see

A focused council records page on Prairie Town: minutes by year, bylaws by number, financial statements, and a search box. Link to it from your existing website so residents can find your records there. Every document reads on a phone and downloads in a tap, and subscribers hear about new ones in their Friday email.

  • Free to read and download, no sign-in, as the law asks
  • Kept up at least five years

How it meets Bill 43

The Municipalities Modernization and Red Tape Reduction Act, given Royal Assent May 14, 2026, asks every municipality to post these online. Here is each part, and how it’s done.

  • Council and committee minutes, and financial statements, online by September 1, 2027. Email them in; they’re on your page the day you approve them.
  • Every bylaw in force online by September 1, 2028. Send the PDFs, or photograph the bylaw binder; they’re sorted by number for you.
  • Free to view and download, on a public website. No sign-in and no fees for anyone. Each record downloads as the file you sent, with its signatures taken off.
  • Kept online for five years after the year it’s posted. Every record stays up at least that long, even if you end your plan.
  • A third-party site is allowed. Your community already has its page here; if you have a website of your own, link to it.

Questions

What’s free?

Everything except council records: official notices by email and to residents’ phones, your subscriber list, verifying residents, staff accounts, your office’s details, garbage days and events. Signing in turns them on; until then, your page has no notices.

We already have a website. How does this fit?

Keep your website and its provider, and link to your Prairie Town records page from it, wherever residents look for minutes and bylaws. Send approved minutes, bylaws and financial statements by email; we sort them and return them for you to check and approve. Your records page takes care of publication, search and reminders.

When do we pay?

Up front, yearly. Starting sends the first year’s invoice by email right away, due in 30 days. You can set up straight away: email your records and approve them, and they go on your page the moment it’s paid. We email a receipt.

How do we pay?

Interac e-Transfer to billing@prairie.town with the invoice number in the message, bank transfer, or cheque to Prairie Works Services. Add a purchase order number and it’s on every invoice.

Council has to approve it first.

Download a quote for the meeting. The one on your office’s records page is made out to your municipality.

What about tax?

GST and PST are added to the invoice. There’s no setup fee, nothing to install and no training.

What if we stop?

End the plan from your office page any time: no more invoices. What’s posted stays up for at least five years, as the province asks, and you can download all of it.

Do we need our own website?

No. Your community already has a page on Prairie Town, and the province accepts a third-party site. If you have a website, link to your records page from it.

Is anything posted without us seeing it?

Only if you choose that. Otherwise everything waits for your tap, and anything with personal details, or minutes marked as a draft, always waits for you.

How accurate is the sorting?

Claude, an AI from Anthropic, reads each document for its kind, date and number, and says when it’s unsure. Nothing goes up on its word: you see every record before it’s posted, and can fix it.

Who’s behind Prairie Town?

Prairie Works Services, a trade name of Last Mountain Wireless, in Govan, Saskatchewan. Prairie Town was made in Govan, for every community in the province.

Where are our records kept?

On Prairie Town’s own servers in Saskatchewan, copied every night. Nothing is sold, and there are no ads.

Do you change our documents?

Only to take signatures off. Each record is posted as the file you sent, except that handwritten signatures and initials are painted out, so nobody can copy them onto other documents. You see each one before it goes up, and can switch this off. We add only its title, date and number for the list, which you can correct.

Can we take our records with us?

Yes, any time: your office page downloads every record, the files as posted with a list of them. They’re yours.

What about our old bylaws on paper?

Photograph the pages with a phone and email the photos. We sort them into bylaws by number, as tidy PDFs.
